What is the breed with the curly, corkscrew tail rolled up over the back?

There is one outside that's been here since last night. I don't know if a neighbor got a new dog or if it's a stray. It's black and white, short coat looks like a border collie around 30lbs and has a tail coiled up in a circle carried right above the hips. I can't get close enough to tell if it's a boy or girl-- I'm nearsighted.What is the breed with the curly, corkscrew tail rolled up over the back?
Basenjis are very short coated, come in blk with white, Tri, red with white and brindle with white. Their tails are tightly curled laying on their hip. Basenjis are around 25lbs so if it is short haired not long haired like a Border Collie is may be a Basenji or might be a mixed breed.What is the breed with the curly, corkscrew tail rolled up over the back?
A Basenji is the only breed I can think of offhand with a tightly curled tail.

spitz breed and basejis have curly tails
well chows have curled tails... but it would be pretty obvious if it was a chow.. i have an american eskimo and he has a curled tail.. do alaskan huskys have curled tails also? im not sure about that one..
